don't worry about it. it is an old pop up that has stuck with us for a while.
What causes it?
NCSoft, Please reconsider your decision to close down CoH. It has an extremely loyal following and enjoys a great amount of free support from the larger community.

i don't think anyone actually knows what trips it. it's just one of those things. i think i've seen it 2 times in my 30 months of play.
I saw it just now whilst sitting AFK in my base:
