Executioner's Contract: Disorient Bonus
A 20% chance for a Mag 2 stun for 8 seconds.
So, 1 in 5 times you sniped a minion, if it lived, it would be stunned for a few seconds.
Generally, not very useful.
However, for a Dominator who was going to follow it up with an AoE stun, it _could_ be useful for a small chance to insta-stun a boss, ... maybe.
Not worth it.
In my opinion, most damage or status procs are only worth it in an AoE where you have a few chances for it to trigger. My dark/dark tank had a few slots available, so he has 4 different procs in his PBAoE toggles.
The exception would be purples, since they have much higher odds to trigger and much greater effect.

Not worth it in PvE, use the Manticore damage proc instead.

I'll have to agree with the others.
If you're sniping something, you generally want it dead quickly. Slot Manticore for the damage proc.
If you really, really, really, REALLY want the ranged defense bonus then still use Manticore instead. You only lose 1.25% ranged defense and get much better bonuses and also save a slot.
If you're talking about using it as a bonus proc and not as part of a set, don't.
