omg those colors gave me a pokemon seizure...
personal prefernce but I would take snow storm over FF on the ice epic for a blaster, Boost range does not need so many slots, it is perma with one recharge io, I would go devastations over glad javs as they are cheaper add more hp and dmg and you really want to slot cosmic burst for stun duration - I would drop the snipe and take TF to follow the stun (say aim.bu then NB XR CB run in for TF on stunned foe.). Also if your going to slot kismet I would put it in maneuvers take the extra slots from Boost range and put in some end rdx or lotg and run manuvers + frozen armor.
Just my opinion as I am not euro pro or anything.
Before I stopped caring about the Blaster version of Rad (early in closed beta when they changed the recharge times) I'd been tooling around with builds in Mids. Basically you're gonna want to aim for capped HP (1606), 41-45 points of KB protection, and whatever damage and recharge you can fit in (recharge probably in the 30-50% range, damage a side bonus since your inherent gives you a good damage buff anyways).

I have no idea what to slot for, anyone wanna give me some advice?
My char is a rad/energy blaster and he's already kind of a beast, so not sure what IO bonuses are gonna be most helpful
