3 Membranes is the most effective, enhancement-wise (using the reverse aspect of Hami-O's to enhance the defense and tohit debuffs as well as the recharge). You won't have any endurance reduction, so you could stick a slot for that in as well. However, Membranes are expensive, so if you're looking for something cheaper you could probably get away with 3 recharge and 1 endurance SO. If you're wanting to use IOs, that opens a whole new set of questions as to whether or not you've got particular build goals in mind, what set bonuses you've already got, and so on.

Yeah it's really going to depend on what you're doing with the rest of your build. I have mine slotted with four pieces of Basilisk's Gaze. It pained me somewhat to leave the the -tohit and -def goodness unenhanced, but I was trying to squeeze all the +def and +recharge I could out of the build. Fortunately the power has pretty good values for those effects even unenhanced. You don't need a ton of -tohit when you have enough +def.
Thanks for the advice guys, I will probably be making a post about my Fire/Sonic and what route I'm planning on taking it. Probably Rech and 32% S/L defence..
