Personal Enemies
That is an interesting way to personal enemies. And probably not difficult to implement, but a bit time consuming to create all the dialogue.

How about also an additional perma-contact whom you can call and will give you a 'random' mission starring your featured enemy. Random in the sense of like the newspaper missions are. Some base missions just filled in.

I suppose some people would feel like fighting Hellions (even Hellions that get progressively stronger) for 50 levels boring and like you're not advancing...but I also suppose that those people wouldn't likely choose Hellions as a personal enemy.
That would tend to be people that envision their characters as the sort street-level protector and want to continue fighting "smaller" crimes in addition to the big stuff.

something like this would be interesting, instead of a random contact why not make this sg oriented?
use the mish comp for the random things like:
- find hidout of enemy (use sg base raid tp for this, or make a new tp that uses the raid tp look but goes to sg mishs)
- defend base from raiding enemy group (would be instanced and act like a mayhem, nothing in your base would actually be harmed)
- raid the enemy group (instanced mish with destroy objects/defeat bosses (objectve would be random and could be anything from stealing to killing enemies))
thoughts on that?

i do see what your saying for how an sg-less person would partake on this, what they could do is just use the brokers (they are almost useless in the fact they only give you bank mishs), to give you a personal enemy mish, they would check to see if you had a supergroup and if you did not then you could just go to a broker, if you did, they would tell you that your sg mish computer would have more intelligence on enemies.
I still hold out hope for a "Nemesis System" here in the regular game.

Give us the ability to name personal enemies as we gain in level.
The minimum, hopefully easier to code than I think, result of this would be dialogue.
When your character and the stated enemy group are near each other, the enemies spout off commentary about the hero.
Maybe the dialogue connects with the tracking of how many of each enemy group the player has killed that day (something already tracked, for those who still check the Top Ten kiosks).
"Ghost Heart has been really beating down us recently."
or
"There's been no sign of Ghost Heart recently, perhaps they've finally realized the futility and looked for a rock to hide under."
Perhaps even refer to missions that have included both you and your enemy group.
I suppose this could happen in missions as well as in live.

The stuff that would be nice/nasty depending on your attitude:
The enemy group builds up aggro against you faster than normal.
You're buffed against enemy/enemy buffed against you.
Small chance of ambushes from enemy groups when zoning.
When you're in the area, enemy groups might spawn whether they're normal for that area or not.
Devouring Earth: "Blood Rose is near...."
Enemy spawns created by your presence are even level to you with the same limits as ambushes or Void Hunter spawns attracted to Kheldians (no level 50 Hellions in AP, for example)
