Recharge Cap?

Im respecing my Claw/Regen for duels in arena and wanted to know is the recharge cap at 120%? I know it definatly caps due to the fact that in PvE I have perma haste and DP but not in PvP. Anyone know the answer this one? Just need the guidline to know what powers i can loose for more end recovery and Acc. Cheers

After a certain % of recharge (don't know the exact number) recharge get's hit really really hard by DR.

It generally starts to get hit hard around the 60 percent recharge mark. Anything higher than that, especially with hasten, seems to be waste.
