If it's just for fun and you're taking fly then I really recommend using SOs.
If you're adamant about it then pick up superspeed at least. When you inevitably get hit with -fly you'll want a way to escape.
Slot for capped HP (~1600), 41Kb, as much +dam as possible, and as much recharge as you can.
I would try to get tp and pff for a sniper build. The ones that seem most effective and die the least are the ones that are set up like that. Look in to getting the stun proc in your snipe, it will buy you some time to fire another shot sometimes.

Ok so I know most people hate these builds, but I really enjoy mine... any -fly and you pretty much get up and walk away from keyboard cause your doooooomed... but it's still great fun to pick off targets before they even know someone is in range.
So...
now that I have spent loads on a few toons, I wanted to give this lil fun toon some love, here is what I am proposing... could I ask for constructive critisism please and tell me what you think of my sniper build.
