need help with this SD/WM
Well, this is an easy one. Heck, yes, take Crowd Control! It's one of the best powers in the set and offers a huge amount of damage mitigation. In case you're not familiar with it, it has a 180 degree cone and can KD up to 10 foes while doing a good amount of damage. It would be a huge mistake to skip it!

Here is my current build, Finduilas helped me with some of the power placements on it..only thing i may change is dropping whirling mace for jawbreaker for more ST damage..but I can stand in mobs of romans full cascade on and not die..so it is very solid.

I am currently building this. This is the build I would use for an ITF and the like. It is way more defense than I would normally need. I like this build for the following reasons.
-Without outside help, I walk around with better than 58% to all positional defenses. Get a couple of allies within 8ft of me and I have better than 65% to all positional defenses.
-With all toggles on my end rec vs. end use is 3:1. That is a goal I always shoot for at a min.
-With Weave turned off, my end rec vs. end use is 4:1. That is more than plenty and I am still walking around with over 50% positional defense.
-I have all my primaries and secondaries except one from each. I have never taken taunt except on my fire/fire tank. Most tanker auras are sufficient. One with the Shield just doesn't give me enough bang for the buck. It is on an unenhanceable timer of 2 min on and 4 min off, and doesnt really make you "godly".
-Because I took all the offensive secondaries, I can team tank and solo very well. I have 3 single target attacks with stuns and 1 with a KU. I have 4 AOE attacks which should melt most mobs.
So far this may be the most complete tank I have ever rolled. The only negative for me is that most of the damage I put out is smashing. If I don't feel this tank is offensive enough, I will probably reroll him into a SD/Fire, tho I am not sure if the numbers will come out the same.

I am going to make this my secondary build. I dropped the fighting pool in favor Hasten and the Medicine pool.
With all toggles on my end rec vs. end use is better than 4:1. Again, should be plenty.
My thought here is that this might make a real good farm toon for those who might want something different in that area. If you choose the right enemy, you should steamroll. The 4 AOE attacks will put out 1300 dam with build up and a saturated Against All Odds.
While Shield Charge is cooling I can run my next 3 AOEs twice for 1600 dam.
I still have 50% to all positional defenses. The times I do get hit I can just Aid Self if I need it. With Hasten all my AOEs are up 25% faster. I did keep Grant Cover, in case one might want to team with this build. The defense debuff resistance is good enough to keep on its own, plus it does not require any additional slots.
Again, I am building this toon and all of this is just on paper. I am sure I will find some hole I didnt take into account. Or perhaps one of you guys will.

Oh yeah, these are both a leveling and final build. I just use common IO's until mid 30's and start buying what I need as I go.
Just a quick note: I noticed you mentioned the damage you AoEs will go with a saturated Phalanz Fighting. PF boost def based upon teamtes in melee range. It is Against all Odds that boosts your damage. AaO is also your taunt aura, so without that and taunt, I don't see how you will be able to keep agro consistanly. I thought I should mention it since you don't take it until lvl 49 in both of your builds. Its the most important power in the set (IMHO) and should be taked ASAP.
Yep, your correct and it is fixed. I had those backwards in my head.
And because of that I would definetly move it up in this build. I completly agree, the taunt arua is a must and I usually put it somewhere directly after stamina.
Can't check now, but it should not affect the build itself, just the order of the powers.

i need help, for a leveling and final build, i know how to IO, so i can handle that... And should i take Crowd Control? i was skipping pularize, took everything else..
