I'm actually pretty ticked-off about this.

I tend to make it a point to read the mechanics of the powers/enh in game. I learn about them and try and make informed decisions based on that information. Normally, that turns out pretty well.

But recently I started working on IOs on my MM and Brute, spent a significant chunk of money on some IOs that, by their descriptor, seemed pretty good.

Then I turn around, build and equip them.

Then, when I'm wondering why they don't seem to be working correctly, I come here and do some research.

Lo and behold, it turns out that the devs decided to nerf these IOs (specifically, Force Feedback), yet no where in the descriptor of these powers does it mention that nerf mechanic.

"Gives a 10% chance to boost the recharge time of all your powers by 100% for 5 seconds."

No where does it talk about a supression mechanic. No where does it inform me that it's going to be about 10% as effective as the math that it tells me.

Seriously, I'm fine with trying to balance stuff for the most part. I am.

But no where that I've seen in game, or in the patch notes, did it tell me that now MM pets can't be affected by bonuses to their recharge (thus making me craft and waste the FF IOs)

No where under the IO descriptor did it tell me that it magically has a suppression effect that makes it infinitely less useful than the mechanics it lists.

Seriously Devs, if you're going to change the mechanics of something in game, allow me to actually find it out in game, rather than spending 45 mins on the internet trying to figure out why I just wasted several mil Inf. and two hours of my time.

I can see your frustration. This was something that was changed not too long ago. When the change is made like this to slots where the enhancements fit, I agree there should be some documentation to show the effects of some such slot before it's placed 'permanently'.

I agree, the in game description of the maths for similar procs is very poor and should be made clearer. Or they should have just reduced the bonus/chance to proc and got rid of the supression so it was still clear for everyone.

On the other hand though this is an online game, so it follows that everyone has internet access. So at least the information is on these forums, some games have no such information at all.

I doubt this will make you feel any better, but here it is in the Issue 14 release notes dated 04/07/2009:

Recharge times on pet attack powers will no longer be affected by any outside source. This includes buffs and debuffs. What this means is that pets can no longer have the recharge time on their powers increased by player buffs (like Speed Boost) or their recharge time decreased by player or NPC debuffs. This change was made to allow pets to correctly cycle through their attacks instead of getting locked on using the same attack over and over and neglecting to use other available powers.
Of course, it's silly to think that each time you craft a new IO or choose a new power, you're going to read through the entire history of patch notes to make sure that it's working as the in-game description says it does. Obviously, then, the in-game descriptions should be changed when the powers or IOs or whatever are patched.

I'm still very ticked off about that pet recharge nerf too, but oh well.
