Softcap for Willpower / Electric
Heightened Senses is the only source of def in WP, and the base value is considerably lower for S/L def than E/NE/F/C. (3.3% vs. 13%) So yeah, if you want any hope of soft-capping S/L defense you definitely need Weave. Make sure you pick up the Steadfast +Def to slot in one of your resist powers, that's a must-have. CJ is also helpful for a small defense boost, but not essential.
As for slotting, Tough and Weave can be 4-slotted with any defense or resistance set. (I prefer LotG or GotA for defense sets, but any will do.) By far the best bet for your resist powers is Reactive Armor, since it has S/L/E/NE defense bonuses with 4 slots.
For your attacks, just make sure you concentrate on sets that give primarily typed defense bonuses--Kinetic Combat is a great (though very expensive) start!
My Characters
Knight Court--A CoH Story Complete 2/3/2012

Totally editing away my previous post here since rather than 36%, I'm managed to make a very clunky and awkward 40.3%
My estimate, off the top of my head, is this would cost around 700m. Which I'd totally be fine with...but...in the middle ranges the recipes and enh are just not on the market.

I'm going to list some of the sets I remember using to get extra def on my WP/Fire, many of which you should be able to use as well. (I'm not taking cost into consideration for these, I'm out of touch with current prices.)
* ALL: Steadfast (res, unique), Gladiator's ___** (res, unique)
* S/L def: Kinetic Combat (Melee, 4 slots), Reactive Armor (Res, 3/4 slots), Retified Reticle (ToHit, 2 slots), Mocking Beratement (Taunt, 4/6 slots), Perfect Zinger (Taunt, 4/6 slots)
* E/NE def: Erradication (PBAoE, 3/4 slots), Reactive Armor (Res, 3/4 slots), Blessing of the Zypher*** (Universal Travel, 2 slots)
* F/C def: Aegis (Res, 3 slots)
** This is in my planned build, but is stupidly expensive. The main reason I haven't bit the bullet and made an effort to buy it is I'm not sure if (how?) builds will change in GR. The last thing I want to do is blow 2 billion, only to have it invalidated.
*** Blessing of the Zypher yields positional def, but it only takes one extra slot for ~1.56, it's not a bad pick at all.
Sorry, I'm blanking a bit on F/C def, but I seem to remember it wasn't too hard to get. (I think it was a bonus for one of the Taunt sets, but I don't remember which.) There is a nice window set bonus finder in MIDs, too. (Window -> Set Bonus Finder, I think..)
The process I normally go through when making builds is to take the primary focus of the build, and plug in the essentials (in this case, Steadfast, KC, Erradication, Reactive Armor / Aegis), then fill in the blanks with your secondary goals in mind. After that, refine, refine, refine. (Refining includes asking for second opinions, too.)
Even if you don't push all the way to the soft cap, if you're in the 40% range, I consider that pretty much golden. (RttC does have a minor tohit debuff, that will help close the gap a bit for normal enemies, too.) Personally, I sit at 39% s/l and 42% e/ne/f/c (planned build is 42% s/l, 45% e/ne/f/c); between that and ~3168 hp and ~715% regen (1 target), survivability is not an issue in the slightest.
Hope this helps!
Softcapping WP is easy. I can do it on a Scrapper, of course you can do it on a Tanker.
If cost is an issue, you can swap out the Kin Combat triple for the KD proc instead. Slot some focused smite/crushing impact triples in the remaining 2 slots to bring the enhancement values back up to par. On Tankers, you do not always need ED-capped damage for your weaker attacks. Another cheap trick is to slot your attacks with 4 Mocking Beratements for +2.5 melee def (only works for secondary powerset attacks, not boxing or brawl), although I think this really works best on Brutes.
As an /Elec you may also consider getting some energy/neg defense. You can slot all your AoE attacks with 3 eradications for a hefty energy defense boost, and eradications are really cheap (all but the proc and quad are in the sub-5m range). You can very feasibly get softcapped S/L/E/N defense.

That's excellent. I resisted slotting brawl though. At first I didn't think it loaded since my slotting, even the location of where I put the slots, were the same on two of the attacks.
Groovy. Now I just need to do a 20s optimization and 30s optimization, more than likely nothing like these unless the set tops out at 30 or something.
... As such, Resurgence would be a fairly wasted choice since you should never need it. I'm saying this as a self rez hater, I just can't justify taking a power I'd never use.

So it's a team wipe if the tank dies.
[depending on the scrapper/controller makeup of the team]
I pretty much soft capped to all except Psi (30%+ still) but as with the builds above you lose in offense and/or accuracy some but you are looking at 4.44eps in recovery with accolades which is good when considering the slotting and the attack chains.
So you can use this as a template if you like, you can reduce any def you don't want to boost acc, dam, hp or regen or make it less expensive. Going by the above build dam is not your priority. I think that endurance wise you could pretty much be okay with this.

He will honor his words; he will definitely carry out his actions. What he promises he will fulfill. He does not care about his bodily self, putting his life and death aside to come forward for another's troubled besiegement. He does not boast about his ability, or shamelessly extol his own virtues. - Sima Qian.
Search was not kind to me, or there are no discussions about how to softcap willpower, which I refuse to believe. So, if you can just point me at a thread, that's cool too.
I have a wp/elec tanker that I think I'm going to really start playing. I tend to slot up in the early 20s and tweak it until the 30s, when it tends to get an overhaul around 33ish. I couldn't tell you past that because when I did my 50 I had no clue what I was doing and, oh, the slotting was horrible.
So, below is what I've taken so far, and I've left the slots empty just because I'm showing you how many there are on what. I'll take taunt next then Stamina. I plan on taking all the primary powers.
I'm wondering if I should take the fighting, and if so, how to slot. Obviously in my single target attacks I need to stuff them with four Kinetic Combats, though I cringe at the price of them.
Any suggestions welcome, though I'm sure this thread has existed before.
