A further exemption is that bonuses from "Purple" sets always remain active at lower levels as well.
Then, to make it even more complicated.. there are also special IOs that include a bonus independently, and those are only active as long as the power is active.

First off, let me just say that the build I am currently working on is my first build ever using IO's so sorry for the very noobish question. With IO's set in a certain power for ex. Force of Nature, does that power have to be activated for the set bonus to work, or do the set bonuses work automatically?
Hopefully my question makes sense. Thank you in advance for the help
