I would appreciate any suggestions. I'm still rather new to the game so please be forgiving of silly errors.

One thing that bothers me about this build is the lack of recharge. I tried to build up defense as much as I could, but I ended up having to give up recharge for it. Should I have slotted for recharge more?

Looking at your build, I think it needs some work.

Block of Ice: As long as this is a team-only build and you don't need any damage out of this power, your slotting of the Lockdown set is OK. I prefer to get some damage in this power, but I occasionally solo.

Ice Shield and Glacial Shield: these are Defense powers that have some Resistance to Cold and Fire, which are two of the rarest damage types in the game. It should be slotted for Defense, not Resistance. And the Defense should be capped.

Arctic Air: this power has a HUGE cost on endurance -- it needs to be slotted for capped EndRdx and Confuse, then add procs if you can. Use EndRdx/Confuse from several sets. At level 50, I have mine with Confuse, EndRdx/Confuse and the Contagious Confusion proc from the purple Coercive Persuasion set (expensive, but worth it), EndRdx/Confuse and the Chance for Psi Damage from Malaise and a common EndRdx. With that slotting, I can run it almost all the time.

Ice Slick needs three Recharges, and that's it. The Enzymes are a complete waste -- you are only benefiting from the EndRdx aspect of them, and they can cost 60-75 mil each. Enzymes are perfect for Radiation's Radiation Infection, but they are wasted in Ice Slick. Similarly, the Membrane is a waste in Hibernate. Use a common Recharge.

Slot your Ally Shields and your own shield for defense not resistance (the only resistance getting buffed is vs cold plus fire in Ice Shield).

I think you'll find yourself struggling with your blue bar when Heat Loss is not buffing your recovery. You'll also want Heat Loss, Sleet and Benumb up as often as possible. So yes I'd focus more on recharge and be less concerned about defense.

Not sure why you have the HO's in Ice Slick or Hibernate. Ordinary recharge IO's should work fine.

One of the things that I feel many builds lack when people start dabbling in IO's is a lack of focus. People tend to grab up a variety of bonuses without considering how they will stack or how they apply to your playstyle. I think you've got a little of that going on in your build.

Before activating toggles, I see your build has a mixture of positional defenses without reaching stellar levels with any of the 3. For example, you have 4 sets directed at gaining ranged and AoE defense and 3 for melee. First, ask yourself where you will be when playing and what kind of defense you would benefit from the most. Then ask yourself if it's worth sacrificing some power effeciency to reach those bonuses. Considering Artic Air often puts you in melee and you have an epic shield with smashing/lethal defense I would work toward that. With a few simple set changes, I was able to reach 40.6% smashing/lethal with you power picks.

Ultimately, though you may find building for defense not as effective as focusing on individual power or different set bonuses. Recharge, for example, is generally a good bonus for controllers.

Now some random notes:

Celerity: Stealth in Superspeed is a waste of a slot. Artic Fog and Superspeed makes you effectively invisible for most of the PvE game. If you stick with the IO, put it in sprint and run it in conjunction with SS.

Aegis: Psionic/Status Resistance is pretty meh. Most mezzes are either too short to bother with or so long that waking up 3-4 seconds early won't save you (grrrr, Malta). More importantly mez them before they mez you. Some will get through, but as a controller that is your primary defense against mezzes.

Your endurance usage is pretty high in comparison to your recovery.

wow! thanks, all very helpful.

I've been playing around with the sets and I've got it to 35.8% smashing/lethal defense.

I like the idea of putting the thunderstrike into block of ice for the dmg.

Not quite sure how you reached 40% ketch, but I'll keep working with it.
