You get drops for rep valid kills, meaning if you did or could have received rep for a kill you have a chance to get a drop. Even in arena where you get no rep, if the kill was rep valid you have a chance to get a recipe.
A rep valid kill consists of defeating another player within the same level range as you. After the kill you have to wait another 5 minutes to be able to get another chance for a recipe from the same person.
