I asked Niviene about this a while ago, and was given the answer: "If you want to do it, go right ahead."
Basically, the Frequent Suggestions thread was made by a player. If a player wants to re-make the list, all they would need to do is make a thread about it, send the link to the forum reps, and have them sticky it.
If I ever have a slow day here at the office, and I have nobody sitting behind me, I do plan on doing this, but I have no idea when that might be.

Okay, the Frequent Suggestions list is pretty outdated at this stage, considering we have certain things on it that have been requested, such as Power Customisation.
I also say this because recently I've noticed a lot of people posting similar suggestions which are all out of the game's reach currently. In the past few months I've seen at least five for adding vehicles, two for underwaters zones and two or three for size manipulation and PvP Revamps.
New Frequent Suggestions which are not currently on this list really need to be added.
