The gladiators do have a normal amount of hunting: the counts and opportunity are about the same for gladiators, in fact it is a bit easier for many villain defeat gladiator badges than for heroes.

* Bladegrass Defeat 300 Devouring Earth tree-creatures
Normal hunting. All over the place in Nerva & St. Martial. Not as many as CoH, but still easy enough to find.
* Coralax Blue Hybrid Defeat 100 Coralax
Better CoV vs CoH as there is at least 2 more zones to hunt them.
* Crey Power Tank Defeat 100 Crey Tanks
Even. I actually got this one several times without trying villain-side. I teamed a lot with level 40+ groups.
* Ember Legacy of Flame Defeat 100 Legacy Chain Minions
Might as well be called exclusive to CoV as you cannot hunt these in CoH.
* Fortunata Seer Defeat 100 Fortunata Seers
Edge to CoV due to how many Arachnos missions are there.
* Hordeling Lasher Defeat 100 Hordelings
CoV by a long stretch. CoH for a week a year, in a single mission that has to be under a certain level.
* Ink Man Defeat 125 Blue Ink Men
CoV by a long stretch. Street hunting in St. Martial, also in Siren's Call, as well as a LOT of missions. CoH is only in the Talos Safeguard and street hunting Siren's Call.
* Lucent Legacy of Light Defeat 100 Legacy Chain Lieutenants (Villain Only)
* Mob Specialist Defeat 100 Prisoner Bosses (Hero Only)
A wash between CoH & CoV.
* Mu Guardian Defeat 100 Mu Guardians
Slight edge to CoV due to how many Arachnos missions are there.
* Raider Engineer Destroy 100 Force Field Generators summoned by Sky Raider Engineers
A wash between CoH & CoV. There are plenty of missions on both sides, and the best spot for street hunting either side is a narrow area in one zone (Sharkhead & Striga).
* Swift Steel Defeat 300 Ancestor Spirits
A wash between CoH & CoV. St. Martial vs Talos, and numerous missions on either side.
I could go on, but if you want to suggest which gladiators are more difficult to hunt for in CoV, be my guest.
There are 20 CoV only gladiators, 19 CoH only gladiators.
And if you'd actually clicked the link to paragonwiki that I provided (and that you quoted) you'd see that.

The problem is that it seems that you are complaining about how difficult things are based on wiki articles without exploring your options.

So...to summarize the thread:
You can get it by flashbacking the level 15-19 arc named Master of Destruction, given by Operative Wellman. It is the third mission. You will need to up your difficulty to 8 villains, probably set the level to -1, and kill the 3 outcast bosses, resetting the mission 33 times.

Speaking for myself, it was my experience that Mu Guardians were much harder to get villain side. I had to farm the square in Cap au diable. They just didn't occur naturally often enough in any missions. Unless you pick scirrocco as your patron.
Hero side, I ran a lot of STFs on my emp, and got that badge without any effort.
That's anecdotal of course, things have changed since then, such as the difficulty settings.

It went very quickly. (Of course, other than that, you're restricted to finding them in radio missions, PVP zone missions and the Statesman TF.)

I'm still picking them off bit by bit in Grandville. They appear on the towers along the wall with decent frequency (2-4 per lap around the wall), but it could certainly be better. At the very least, I find them there more often than I do in Cap.

Basically, I think it should be converted into 5 major zones: 1 small Hero-only zone, 1 small Villain-only zone, a heroically themed co-op zone, a villainously themed co-op zone, and a small free-for-all PVP zone.
The existing TFs can be split between the Hero and good co-op zones (but for the love of god, please refine the Dr. Q TF down to between 1/3 and 1/4 its current length, not counting travel time). And of course they need to introduce an equal number of villainous TFs for the Villain and evil co-op zones (such as help Crey acquire resources, help Arachnos because its better than letting Rularuu win, etc.). The PVP zone would be smaller and more open (like a large Shadow Shard island) than the existing zones to encourage faster battles, and my best guess would be to make it a brawl over control of Kora Fruit orchards or some similar resource, perhaps introducing "King of the Hill"-style gameplay.
And if the above does happen, I just hope to god there's no serious grinding required for any badges in that PVP zone.
