it only has a 5% chance to go off. best way to watch it is to observe your damage in your combat attributes. you can keep an eye on it by right clicking on damage and clicking mointor damage.

Like I said, while I'm out of missions it procs rather often, but inside missions/PvP zones/Arena I've never seen it go off.
I believe the BuildUp Proc shows up in the "Healing Delivered" channel.
I have it in one of my auras too and it's practically non-existent... almost not even worth slotting.. but it certainly does go off once in a while.. inside a mission, and outside.
Might be related to a bug report I put in [before the Winter Event]. When Exemplared, the proc fires but does not apply any buffs.
The Combat Attributes don't change, and the Buff Icon only appears at the top for a very brief time (less than 1 second unlike the non-exemplared 5 seconds).
Outside of Exemplar everything works as expected (healing delivered chat message, combat attributes and buff icon).
Edit: just tested and it appears the bug I reported is fixed [with the Winter Event going live]. Everything works as expected; exemplared as well.

you will tend to notice it go off more when standing around versus fighting.
Okay, so. I've been noticing something off with my Gaussian's proc. I have it on several toons slotted in either Tactics (from Leadership pool) or Focused Accuracy (Body Mastery epic for Scrappers/Tank). But for some reason, the proc only works when I'm not inside a mission. I've been monitoring my combat log for a few days now. It works fine when I'm just standing around outside a mission. But when I go into a mission or Arena or a PvP area it never procs on any of my toons... So is it broken or something? Or is it just me?
