I've never personally tried it, but I believe that since Earthquake is a summoned entity not only would you not get it every 10 sec, but you wouldn't get the AoE effect (e.g. each affected mob has a chance for it to fire). I think you'd get one chance for it to fire.
Current:
Fridgerato - Traps/Ice (Frdm)
Gadgetron - Grav/TA (Lbrty)
Ice/Kin Guide
It wouldn't even fire - the power buffs the pseudopet that summons it, and that pseudopet is immune to -rech.
As Talen noted the recharge proc wouldn't work on earthquake as it buffs the pet and pets are immune to recharge buffs/debuffs - however earthquake is one of the only powers in earth control that takes def debuff sets which means you can slot an Achilles Heel -res proc in earthquake and that IS worth the slot.

Can you slot KB sets in Earthquake? I thought it was like Ice Slick or something...
You can slot a chance for smashing damage IO in it; while possibly a good idea for Controllers ( I have it on one ), Dominators aren't as damage-starved.

Not sure if this is the right place to ask this question but is anyone running an Earth Domi and would it make sense to put this proc in there or does it only have a chance to fire off when you use the power and not once the power is activated?
Help would be appreciated.
