Well perhaps Going Rogue will put some focus on the red side so more people realize villains are not insta-50s that exist only so heroes have something to beat up on that rare occasions they feel like PvP-ing.
I'll also add that Nerva and St M. have the least looking for group chatter of the villain zones. If you're in that level range you'd have better luck joining a high team in Grandville, or dropping back to Cap and joining a lower team. But if you just ask for one or two people to join you and don't obsess about having a full team of 8, it's easy anywhere.

So this question has probably been asked numerous times, but I am going to ask it again... I can't seem to find a server with good redside population.. I am trying to get my VEAT unlocked so I can play on my home server, Guardian, but it is dead over there lately.. So here is my question to you.
What server in your opinon has the most active villains?
