Effective is what you make of it. Do you want to play with teams or solo arch villains/rikti pylons?
If you're goal is extreme performance then electric melee will not suffice. It lacks good single target damage but has good area of effect damage.
Regeneration does well soloing but if not played correctly can have a difficult time with large groups.
On a 1 to 10 scale I would rate electric/regeneration a six. It will need an experience player to maximize it performance and will take some getting used to timing its heals.

I want to excell in a team environment over AV/Pylon stuff
ElM is good for teams with AoE damage and KD.
Regen is... Uh. Well suited to survive alpha strikes and keep going even on SOs, I suppose ? I mean, it's a great set, but I don't see anything team specific in it (as opposed to the aggro auras in WP, Invul and Shield, debuffs auras in WP and Shield, def buff in Shield, damage auras in Fire, DA and Elec). I guess you could use the extra end to pick leadership toggles.
I'm sure the combo can work, I just believe there's better options around. 6/10 is how I'd rate ElM/Regen as well.
My elm/regen was a fast ride to 50. If you know how to use /regen, this will be a fun combo. If you don't know how to use /regen, you will have a hard time dealing with certain situations and want to reroll to something that won't get hit as often. I will say that its a totaly different feel from any of my other scrappers. Including my other /regens. That's actually what I was hoping for.
My only beef is that, sometimes, I want a dmg/taunt aura to help bring the mob in close to get the most out my aoes and constant target switching.

After searching through the forums, I was unable to find any information on whether or not ElM/Regen is effective or even worth thinking about.
So my major questions are . . .
Would it be effective or just good enough to squeak by?
If it would be effective, what powers should I choose?
If anyone could give me some advice or point me in the right direction, I would be very thankful.
