Lvl 40
It's actually once you hit 41. You'll get an option for an Epic power pool if you're a hero (a second button will appear underneath the "choose a new power pool" one in the level up screen). If you're a villain you need to do one of the patron arcs first though (don't worry about which one, you can pick any pool regardless of patron).

The arc that gives access to the patron powers becomes available at level 40. That's probably what the OP had heard about.

Well, technically I believe toons unlock access to Ancillary/Patron pools at 40, but since you can't actually chose a power until 41, it's all sort of academic.

Hero-side: Ancillary (Epic) Power Pools
Villain-side: Patron Power Pools
PS: If you are villain-side you can start working your way toward a patron at 40 by seeing Arbiter Rein

I remember somewhere someone or something saying something about a special power pool when you hit level 40. Do I have to go somewhere special? I didn't see it on the power pool selection when I leved up.
