Nothing appears when the mouse hovers over enhancements

There a way of enabling/disbaling tool tips (which is the techncial name for the hoiver info)
It should be under options, but Im not sure exactly where

PvP Redux is discontinued, for obvious reasons. Thanks to everyone who helped and joined.
I go to manage my enhancements, and when i hover my mouse over the enhancements, nothing shows up. The same when i put my mouse over my health and wait. This is the only character it happens with, and so i think i may have just hit a wrong button.
Anybody ever have the same problem? Any solution? Trying to rebuild my scrapper and i have no idea what enhancements he has in his build.
