Melee Def VS Ranged Def

I'm curious what defines which defense will be used by my build/toon when I'm being attacked in both PvE and PvP.
Is the distance the foe is from me when they attack me or is it the power they use? For example, if I am shot at with flares from 3 ft away, will my melee defense be responsible for protecting me, since the foe is in melee range, or is it still my ranged defensive numbers that protect me? A ranged attack is a ranged attack, no matter where it's shot from, and so is a melee attack always a melee attack, even if you're jousting with it.

Power they use. A range attack is still a range attack at point blank range.
