If you plan to spend a great deal of influence, definitely go with fire/shield. It's a very common build so I'm sure that with the search function you can finda build that works for you.
If you do not have a ton of cash, and/or think you may have a tiny interest in PvP in the future, go with fire/regen. I know you said you don't PvP but it may interest you to know that fire/regen is the undisputed best scrapper for zonal PvP

And OP yes go with fire/shield if you just pve it's a beast of a combo.

Fire/Shield is devastating. Any /Shield character is, really. As a matter of fact, Shield has spoiled all the other secondaries for me, permanently. A crashless nuke on your secondary that animates in 1.5 seconds, has a huge radius and does KD and outdamages most Blasters? Sign me up.
Fire/Shield.
Roll one of each and see which you like better. I have a Fire/Regen that I'm enjoying. Haven't tried a Fire/Shield yet, but it looks cool.

Fire/Regeneration is great for soloing, and arguably the best at PvP. Fire/Shield blows majorly in PvP but is great in PvE. If you want a fair amount of flexability I'd go with Fire/Regeneration.

Heh, I'd love to see a shield toon running around RV someday.
I've seen 1 bs/shield while playing on virtue, I haven't actually see him die but I have seen him in the med bays so not sure how it plays...

looking for input for a new scrapper. Any input would be appreciated. I dont play scrappers much if at all. I am a PVE player I almost never PVP.
The hard things I can do--- The impossible just take a little bit longer.
If numbers are so much more important than a teammate who is fun to play with, forget about the game altogether and go play with a calculator instead. -Claws and Effect-
