No.
If you have a level 1 power that you don't slot until level 50, it will keep those slots even if you exemplar or malefactor down to level 1 again.
HOWEVER: enhancements do get degraded if you exemplar down too far, so they won't have the same effect as they would at level 50.

If your forced to take a power early on that you aren't going to really use and want to wait on putting slots in it, so you can slot up your bread and butter powers nicely first. When you finally put slots in that power (say at lvl 50), when you mal down will that power still be enhanced beyond its original 1 slot that it came with?
In other words once your lvl 50 and you have all your sets slotted does it matter at which level slots were given to those powers when you mal back down?
