The problem you have is that you are only allowed to have five of each set bonus, and you have six 5% recharge bonuses, so one is not counted. More info on this here :

well, time to rethink the I/O sets.
You can slot 5 Luck of the Gambler: Defense/Increased Recharge Speed, +7.5% bonus to Recharge Rate IO's and up to five set bonuses of +7.5% Recharge. Besides purples thats where your big bonuses come from.

I'm trying to build a perma dom and ran into this glitch. Under Powers/Combat Attributes/Base its says I have 37.50% overall recharge rate. I should have 42.50%
Heres the breakdown of my I/0 sets so far (just recharge rates):
6.25% expedient reinforcements (fire imps)
6.25% posi blast (psyhic scream)
5.00% efficacy ad (drain psyche)
5.00% imperv skin (tough)
5.00% red fortune (weave)
5.00% obliteration (dark consumption)
5.00% Imperv skin (dark embrace)
5.00% Adj Targeting (soul drain)
42.50% <- total right?
Can u not stack the same I/O set? since I have 2 sets of impervious skin? what is the deal?
