How do you get the Kings Row bank mission?

Level 10 has a chance for either Atlas or Kings. Hitting lvl 11 will ensure you get Kings instead.

you have 50-50 chance at level 10 to get Atlas Park or Kings Row.
At 11 you get Kings Row.

You can shut off xp gain if you are concerned about outlevelling a specific mission or contact. Or rack up some debt.
