Just to make sure, you are aware about this. When you attack or get attacked you are going to lose 5.61% of defense, due to defense suppression in "Cloaking Device"
Edit: You can try to slot Obliteration into "crowd control" and decimation into "Poisonous Ray" for additional 11.25% of recharge. Although these sets are hardly cheap.
I was thinking that Mid's surpressed it anyway. Because I went ingame to where I only have an End redux in it, & it's giving me 7.5% defense when unsurpressed. Anyway, here is my updated build.

The Only Token Black Guy
This is the one I've been using for a while. When Cloaking Device suppresses it's just short of the softcap but when you're on a team that's hardly going to be a concern. AoE defense is a bit lacking but I figured again teammates will help with that, and most NPC attacks aren't AoEs anyways.

Couple of statements before I post the build.
Each position of defense is 50%+ since Banes don't get any Defense Debuff Resistance, so I can have a little breathing room when defense debuffs get thrown around.
Wanted to keep this on the somewhat cheap end, since I don't have a bunch of funds redside. Which is why the recharge bonuses aren't that spectacular. If you can find a way to improve the recharge while not taking away to much Defense, please post it. =D
