Ice/Cold/Ice Build for Duo - Thoughts? Help!
-Your build looks pretty solid. You didn't take Frostwork (which is good cause yer buddy wont need it).
-You're pretty much free to build any way you want.. A Spines/Invul scrap with ice sheilds and end recovery.. You'll probably never get attacked with all the agro a spines/invul can dish out.. Altho your Snow Storm might be a agro magnet (personally I don't like this power)
-You might have to keep an eye on your endurance. You look a little end heavy atm. Might need some end reduction in the power's you use most.
-You wont be able to pick SJ without a prerequisite (unless you've got the 60mth Vet reward)
-I would just focus on Global Recharge above anything else
perma jump is ---> /up 1
Looks like a very good build. A lot of my comments have to do with personal taste.
- I'd drop one of the recharges in Benumb. That third recharge is only buying you 6 seconds.
- I'd reconfigure Arctic. The third endurance IO could be swapped out for something stronger.
- I'd drop Assault. It's a good power but you're going to be hurting for Endurance. Consider something that doesn't require a lot of slotting. I find Teleport Other to be a very useful power, and try to slip it in on any character with a left over spot. If you're a super speeder and get the Celerity Stealth IO, you'll be a good mission stealther as long as you leave the pet behind (and thankfully you slotted him for recharge).
- I'd consider 2 slotting the shield powers instead of triple slotting. That extra slot is only buying 2.5% more defense. I'd feel differently if you were a Cold Defender or a Force Field anything, but I think you can find a much more valuable spot for those slots.
- Would definitely drop Super Jump for Super Speed, then slot Celerity +Stealth into Sprint. This gives you the combat option to open solo fights by racing in invisibly and popping Glacier in situations where you can't Ice Slick from behind an obstacle.
- If you can do it without torpedoing the build, look into some range enhancers in Ice Slick. This is your best opener when you are solo (which I assume you will be at times, given all the damage enhancers)
- Consider changing the slotting on Stamina to 2 Performance Shifters (the proc and the Endurance enhancer) and one Endurance ISO
- I'm not a fan of Ice Storm. YMMV, but I find the recharge time on it excruciating. I tend to skip it and go with a single or double slotted Hibernate as my final power pick. I use it to turtle up when AA picks up too much aggro (usually an indication of other problems with the team, but no sense dying over it)
- If this is a leveling build and you can do it, I'd move Snow Storm until after Stamina. Combined with the endurance drain from Arctic Air you just won't be able to use it much.

BTW to answer your question on what to build for, I'd just pick a direction and run with it. I built my Ice/Thermal for Recharge and Endurance. Ranged Defense is another viable option.
I figured I would take your slotting and make a few suggestions on how to tweak it.
Block of Ice: Your slotting here doesn't have much direction. Are you going mainly for Hold or Damage? I personally believe that Damage enhancements add more damage to a single-target hold than a damage proc. There are a lot of options for slotting this power. If you want Recharge (at a reasonable cost), then 4 Basilisk Gaze + some additional buffing if you want hold, or 5 Decimations + a common Hold if you are looking for damage. (Since you are spending the Infl for those Luck of the Gambler Recharge IOs, I'm guessing you want Recharge.) If you are looking for AoE and Ranged Defense, then 6 Lockdowns would work. If you want both Damage and Hold, at the cost of some set bonuses, then use Hami-O's -- 1 Acc/Dam, 2 Dam/Mez, 1 Acc/Mez, 2 common Recharge IOs.
Chilblain: It starts with enhanced accuracy. You could probably take that Trap of the Hunter out of there, and frankenslot two Acc/Dam and two Damage. You don't really need to enhance the Immob or Rech. That gives you a slot for somewhere else.
Arctic Air: Consider EndRdx/Confuse, Confuse and the Contagious Confusion proc from Coercive Persuasion, plus EndRdx/Confuse and the Psi Damage Proc from Malaise and a common EndRdx. That caps Confuse and EndRdx, plus gives you the Contagious proc and a damage proc. I have this slotting on my Ice/Storm, and find it very effective.
Artic Fog: Replace that Reactive Armor Endurance with an Impervium Armor Resistance. The End Recovery buff offsets the small increase in Endurance cost, but you get better resistance.
There are a lot of options for Sleet. Here's one to consider to get you some Regen and Recovery -- DefDebuff/Rech, DefDebuff/EndRdx/Rech, Rech/EndRdx and Chance for Neg Damage from Lady Grey, common Rech and the Achilles Heal proc. If you want to give up the damage proc for more Defense Debuff, replace the damage proc with a Defense Debuff from Lady Grey. But you would lose the Slow -- but that is only run speed and has no effect on -Recharge. You have other options to keep them in the area, like Snow Storm or Ice Slick. Personally, I would try to fit Frostbite into the build, but you can live without it.

I appreciate your input! I've worked in a few ideas from you folks in here. Let's say that what I've got below is an ideal respec build (one day I WILL own a LOTG) I tried to work in a tiny bit more +recovery, but I have a feeling that it won't make a lick of difference on my endurance usage. I'm not complaining too badly -- my friend (Spines/Invul) and I hit 27 last night and there's enough blues between the both of us. Plus, I tend to pace myself in terms of casting powers.
But, if there's any way I can work on the endurance efficiency, that'd be hot. Right now, I only run Snow Storm if we need to throw the kitchen sink at the mobs or if they're packed in like sardines.

I was independently prepping a build for you during my lunch break. I was able to come up with a build that gives capped Ranged Defense. The Recharge is really low and I could only make it work by taking Jump Kick as a mule. I'm not sure how I feel about the build over all but someone may be able to improve it.
FYI, I ended up going with your original concept of Super Jump, so this build wouldn't be able to do the zip-Glacier trick as easily.

Ok, I decided to go with what you posted and made some tweaks to it. I made the following suggested revisions (but feel free to make edits to them where you see fit):
- Changed to the Mind APP to get access to mezz protection in Indomitable Will
- Focused primarily on Recharge, with some extra Accuracy and Endurance Recovery thrown in
- Dropped Snow Storm for Shiver, to give you added safety in case you get mezzed and detoggled
- Dropped Recall Friend for Frostbite to give you something to use for AoE containment
- Got Psionic Tornado with a Force Feedback proc to add a chance for +Recharge
- If you want to spend mega bucks later, you can add purples to Mental Blast

Was just glancing over the last build I posted and realized I borked the slotting of Mental Blast. It needs one more slot from the Decimation set to get the +recharge benefit.

My first foray into controller-ing past level 20! I duo exclusively with my friend who plays a Spines/Invuln scrapper and am basically just slotting my Ice/Cold/Ice as needed. I'd like to put a bit of foresight into the build, but I'm at a loss as to what I should be aiming for. Ranged defense? Recharge?
