From what I remember, they tried to do a movie before but it got stuck in 'Development Hell', it might have been during the Cryptic era of Co*. I have no idea whether they're still even considering trying again with a movie, especially as the team isn't even finished with Going Rogue (which will require some monitoring after release to catch bugs).
If they did do a movie it would also be a big risk too, are they really popular and rich enough to get one in production, and the rights negosiation would be horrifying considering Paragon studios is under the control of NCSoft.

I watched the video "going Rouge" and i was watching it and i looked how the graphics were just amazing and an idea popped in my head. So i was thinking that if they would come out with a movie about city of heroes or villans and have statesmen and recluse and all the main toons in the movie.
It can even be about going rouge because, at the end of the vidoe it was Tyrant and Maelstrom and Tyrant told Maelstrom "prepare my troops for assualt." So they can start with that and just right before they are going to attack a character wakes up. But as he goes on fighting bad guys it starts to become like his dream and eventualy it happens. So it would be cool if they came out with a movie. Just a thought to throw out there.
