It's even easier than that. If you have the good vs evil copy you can teleport to the Tiki Bar in Pocket D at will and use the tailor there.

It was mentioned earlier. Personally, I find it easier to dodge a few Hellions to get to the Vanguard DPO that it is to punch Hellions until I'm high enough level to use the VIP pass. If you're already 3+ though, then yes, the latter is usually quicker.
