The contact is Archmage Tarixus, and he is unlocked by obtaining the Lorekeeper history badge.

Also, I must point out that even though the contact is listed as 25-29, the badge mission is actually 25-30 and will show up in the 30-34 section at Ouroboros.

Lorekeeper is a necessary badge for the Accolade anyways, so chalk it up to further progress.
