My not so squishy blaster
I can't tell what sets you are using, but if you're going for a defense build the only epics that have a defense based shield is Ice (Smashing/Lethal).
But without knowing what sets you have, its hard to say much more than that. Personally, I like Electric Mastery a lot because it gives me a cone attack, a res shield, a ranged hold, and Surge of Power.
Cool, i've got a Blaster with 26%ish ranged defense through IOs. I like powers to much to take fighting though .
A few general comments:
1. The defense bonus on Combat Jumping is so low that slotting it for defense is generally a waste of slots. On the other hand, if you've got the cash a Blessing of the Zephyr is really nice there.
2. Endurance Reductions in toggles sound like a good idea but in practice I find that the bonus they give is barely noticeable, and slotting click powers for end redux is more effective. There are soem toggles with high enough end costs that it is effective (Leadership is the main offender here). If you actually plan to run Fighting + Leadership though you're probably going to have end issues even with slotting end redux. Since many IO sets have Recovery as their first bonus you'll probably need to frankenslot a lot of those.
3. Personally I wouldn't bother slotting Swift, you don't need a lot of speed in combat and I find that sprint or ninja run suffice to get me around inside missions if I don't want to turn on SJ.

Tempest
Level 27 Damage/Recharge
Level 29 Damage/Endurance
Level 29 Chance for endurance drain
My biggest problem is end drain. I steamrolled through the Synapse TF earlier today but that was thanks to the rest of the team especially the 2 kin trollers. I was actually doing alot of tanking. We had myself and 2 other blasters, 2 kin trollers, another troller, a tank and a scrapper (I forget their specific ATs). One of the guys dubbed us team squishy before we started but he changed his toon about 5 minutes into the first mission. As I was saying my biggest problem is end drain as long as I have a kin to buff me with sb it's not a problem but I can't always have that. The screenies that I posted represent my attempt to improve on the end drain problem. On the TF I didn't have any end. red. in any of my attacks and I added more to toggles as well.
P.S. Brophog, are you going to be able to make it for the MM superteam this Sat.?
The only set I have so far is under Mental Blast so far I have:

One Endredux in your attacks usually settles most of your end drain issues. Attacks take far more endurance than your toggles ever do. I like to frankenslot blasters about your level (or just a bit higher).
As to Saturday, I should. Saturdays and Mondays just haven't been good to me lately.
Sorry, I meant your powersets.

Cool I'm looking forward to seeing you Sat. Btw we're going to be doing the Lorenz Ansaldo arc. So you might want to get set up with him so you can auto finish his missions.
I think I'm already on his arc, although probably not very far.
This is Captain Mediocre, he's my level 28 blaster on Virtue. I'm pretty proud of this build. I'm really just showing him off but if anyone has any suggestions on how to tweak him a bit I'm open to it. I plan to take the rest of the leadership pool which should fill out most of my 30s. I'm not sure what epic pool I'm going to take yet (I play mostly redside so idk what to call the epic pool on blueside). I am planning on getting more IO sets as well. You can click the images to enlarge them. For some reason not all of my thumbnails are working (this may clear itself up) but you can still click them to see the larger image.
