Energy Mastery
Conserve power lasts for 90 seconds. Its base recharge is 10 minutes; with three recharges you can get that down to just over 4 minutes. Hasten can cut the downtime to under 3 minutes. While active, it cuts all endurance costs across the board by 70%.
I used to rely on it. Since IO sets came out, and any non-Willpower character I get interested enough in will eventually have the Numina's and Miracle uniques, and the Performance Shifter proc, it has a lot lower priority. Heraclea's main/old build still has it, mostly out of conservative instinct; it is useful in endurance drain situations. I no longer rely on it like I used to, and have considered respeccing it away; I just don't know what I'd put in its place. (Unstoppable? LOL. Medicine pool? Give me a break. TP Foe? Maybe.) My fire/EM tanker still has it and still needs it; she is retired, and doesn't get out much.
Focused Accuracy is something I've never even given half a glance to. I thought it was a PvP thing; and at any rate I have Rage.
No experience with Physical Perfection. My understanding is that it is 1/2 Health plus 1/2 Stamina. In other words, it gives you a bonus roughly comparable to having the Miracle and Regenerative Tissue uniques. It's also a place to slot a second (or third, if you're Willpower) Performance Shifter proc.
Endurance remains the game's largest mechanical problem: the solutions are not obvious to new players, and are not available soon enough to save much of the content, and the mechanic makes the game seem much duller than it turns out to be to a new player on a first character. It needs to be said, and repeated at every opportunity.

Thanks. My wife has had problems with her fire/fire almost from the start. She has respeced 3 times getting to level 34. I don't normally duo with that character so I always hear about it after she's frustrated and ready to push the delete button.
Luckily she asked me to look over it and I found the problem immediately. She had made the mistake of focusing on IO set bonuses instead of the enhancements they provide and ended up gimping her Stamina power (as well as some of her armors). We replaced the entire set with end mods and power-raced through a scanner mission without any problem where before she was resting after every battle (heh, wrote "newspaper mission" to start with - can you tell which side I play more? lol).
Still, I expect she'll have more problems later since I saw she had missed Burn while at the same time complaining about getting immobilized. Together with Greater Fire Sword coming up I expect she'll need SOMETHING to help with endurance again soon so I was looking ahead. Both sound good... guess we'll see if she needs burst or continuous end control when she gets past 38.

Consume is another way for a fire tanker to recover endurance; I'd slot it for accuracy and recharge... the damage is minimal and if you hit 3 targets with it you'll get a full bar of endurance out of it unenhanced. It's on a rather lengthy timer but it's another tool available to help with endurance.
If you post the build here I'm sure the veteran fire tankers can help you with improvements.

I don't know if this will help or not because it is a generality and not necessarily specific to your problem. When I build any toon I always try to keep in mind that I will only be using 8 attack buttons so I only take 8 attack powers (my technique is to spam the buttons 1-8 on my keyboard in fights) I try to fill the rest with things like toggles and travel powers. As soon as they wear out their usefulness I get rid of brawl and the first "temp" power (it used to actually be a temp power once you got to level 10 it disappeared) so I don't count them. For any melee toon I always take CJ (3 slotted for defense) and the fighting pool for its toggles. For any ranged toon I always take the leadership pool. It may not be the best strategy but it works for me.
This would be strictly off the top of my head:
Fiery Aura: Fire Shield, Blazing Aura, Healing Flames, Consume, and Plasma Shield.
Fiery Melee: Scorch, Fire Sword, and Fire Sword Circle... I can't remember if she has a fourth or what it was.
She has the flight pool with air superiority and fly. She has the fight pool with boxing, tough, and weave. She doesn't use either of those toggles although I made her turn on tough during our test. She still needs to put a couple more slots in those for end red. Of course she has fitness.
She found 2 knockback recipes (the first around level 15 the lucky dog) and has those slotted which is why she went fly instead of jump.
Her problem before was that consume didn't recharge nearly fast enough but with 3 level 30 recharge common IO's that's as good as it's going to get. She didn't use her consume at all during our little test run so I don't think that'll be a problem in the future.
Maybe in the next few levels as we straighten out her enhancements the need for additional endurance mod will go away but I wanted to be ready for another solution if not and I wasn't familiar with those two (or any AP) powers which prompted the question.

The first place to go when investigating a disappearing endurance mystery is one's attack slotting. She should try to get as much end reduction in her attacks as she can without giving up too much else, usually by frankenslotting or by partial-frankenslotting (3 or 4 of a given set and then fill the remaining slots with some mixed doubles or triples to round out the enhancement values). You can easily get 30%, and it's possible to get 80%, end reduction while still hitting the ED cap in at least 2 areas out of the big three (damage, accuracy, recharge).

I agree with what Sailboat is saying. I added in Weave as well and it helped my toon's survivability further, but tough made a huge difference.

How good is conserve power and physical perfection?
I see Conserve lasts a "while" to decrease endurance usage. How long is a "while" and how long does it take to recharge?
Physical Perfection is an auto power so it's always on which sounds good but I don't know if the bonus to regen and recovery is enough to be worthwhile. How does it perform compared to say Health and Stamina?
Might a character (specifically thinking of my wife's fire/fire tanker) need both? If not both then which is better for endurance management? I'd rather recommend she take Focused Accuracy then PP because my experience is that accuracy helps more than anything to reduce endurance by allowing you to defeat faster. But I have no experience with the AP's so I'm not sure what these powers do outside of what the wiki says.
