No costumes, powers, or emotes? I know it is unlikely, but did you record the serial number before upgrading your account?

I have the exact same problem. Purchased mine today too. Just contacted support and am waiting on a reply. It's odd too because last week I purchased the magic booster and had the items in game after I recieved my confirmation e-mails. Thought I'd let you know it's not just you.

Same, but not with the Martial Art Pack. I activated a code about an hour ago, but I'm still waiting for the email confirmation, and obviously, for what I'm supposed to have in game.
Seems that PlayNC website is having a little problem, or is just really slooow today.

You cannot 'record the serial number' before upgrading with a serial code purchased from the NCsoft store. You are given the last four digits, the other 12 are Xs. You only get the serial number in the confirmation email AFTER you upgrade your account.

I don't know for you guys, but everything's ok on my side now. I just checked in game a few minutes ago, and I have finally have what my code was supposed to give me. Still no confirmation email though...
Just a follow up, would have been sooner but had stuff going on. Got a response e-mail saying my account now has the martial arts pack a little over an hour ago, logged in and have the new shinies now. Very happy with my new toys and hope the OP has theirs too. =)
