On top of that, the arc's enemies refuse to scale up, so you'll be playing the arc with enemies lower than you, and receive a cut-down arc bonus completion, due to being higher level (without fiddling with difficulty sliders). It is not just a single contact, it is all contacts for this arc.

If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

The Tsoo Coup arc (levels 20-24) has a major bug.
The contacts for this arc will not offer it until level 25. I have gone through all of the contact's stand alone missions, and now at level 24, she is not offering any others, even though I have not run her arc.
I only have one arc open as well, so that is not the problem.
Bug report has been filed on this in game, and the Wiki entry for this arc has had a note added.
