Can anyone tell me what this means.
Ok here's my problem. Every once in a while when I start CoX. I get this error message. "Resolution 1680 x 1050 not supported in fullscreen mode. Defaulting to 800 x 600" Now I know the game runs in this resolution, but here's the wierd part. I click the ok button and it reverts my entire desktop to 800x600. The only way I can fix this is by completely restarting my computer and resetting the resolution. Now would I consider this a hardware issue or a software issue. Because it didn't do this before!

First: Are you using a CRT monitor or an LCD panel?
Second: Do you know what the maximum resolution of your monitor is?
Third: What connection type are you using? A 15pin VGA cable with the socket input colored Blue? A 24pin DVI cable with the socket input colored white? An HDMI cable? A DisplayPort Cable? An NSTC TV input using a Yellow colored cable?
Forth: Who made your graphics card? : ATi, Nvidia, Intel, Matrox, SiS, Via?
Fifth: Have you run any system updates recently? Used Windows Update? Switched Operating Systems?
Sixth: Try downloading and installing the latest version of the drivers for your Video Card. A very large percentage of video card problems can be fixed this way.
Also as an addendum to je_saist's second point. Do you have a widescreen monitor? 1680 x 1050 is a widescreen format but the fact that you're getting set to 800 x 600 makes me think that maybe your monitor isn't widescreen.
In answer to those questions in order.

2.) The max rez is indeed 1680 x 1050 It has always run at that, since I got the computer.
3.) I believe it's a 24 DVI cable.
4.) The graphics card is an Nvidia Geforce 8400.
5.) as far as updates go I couldn't tell you that I have the system set up to do all that automatically. as far as major updates the last one was sp2 for Vista.
6.) I haven't really done that in a while but I figured since my computer was a package deal that it updated the video card driver automatically but I'll check that out.

Select windowed mode when using that setting. It still fills your screen, and looks exactly the same. That's what I had to do.

While Microsoft does offer some driver updates through it's Windows Update System, most of these driver updates tend to be months old, if not years old in some cases. So no, simply running Windows Update won't actually keep your Windows System up to date.
By the same token, running a vendors update platform, say an updater from the likes of Acer, Asus, Dell, HP, Lenevo, and so on, generally isn't any better. Case in point is an Asus F3k laptop that I've got. The laptop was advertised as coming with an updater program that would keep all my driver files updated and all my system components updated... and... it didn't. While shipping with a RadeonHD 2600, the only graphics driver provided by Asus in their updater... was a pre-release driver that didn't actually support OpenGL... and the driver still in Asus's support section? A driver from 2007/10/31.
So, just because a vendor tells you that yes, we'll keep your system updated as a package deal... does not mean that they'll actually do it. One of the downsides to using a Windows system is that there still is no answer to apt or rpm repositories for vendors to allow you to pull updated versions of their software from. You'll still have to manually install most updates if you use Windows.

Okay, now back onto your original problem.
This really sounds like a software issue of some kind.

You know that's the way I used to have it but I can't remember how the heck I did it! I know you need to put the word window in the shortcut properties but I can't remember where.
