Illu/Storm, built for recharge

I was wondering if i can get some hints and help with my build. The main focus is getting perma or close to perma PA and hasten, hopefully without gimping myself to much. Any advice? (Sorry about the english, its not my first language.)

Hi, just a quick glance

Superior Invis
.. you plan to keep that on most of the time? It uses a lot End, you might want to slot for more end discount there.
Hurricane
.. I'd go for Dark Watcher's (4-slotted, save 1 slot)
Spectral Terror
.. I'd go for Glimpse of the Abyss (5-slotted, w/o Fear/Range)
Phantasm
.. looks okay, but I'd go for the full set Expedient for the bonus to Ranged Defense
Thunder Clap
.. same here, extra Ranged Defense helps
Lightning Storm
.. slotted for Knockback? Okay it's a consequent move maybe, I'd go for a full set of Thunderstrikes though (yes mostly for bonus to Ranged Defense again)
Iceblast
.. same as for Lightning Storm here

Where you could save a few slots ..
Snowstorm, Freezing Rain

I'm surprised how much recharge (and how little downtime) you get for PA out of this build GJ

My Ill/Storm has perm PA. Here is my quick build

Primary

Spectral Wounds: I used decimation for 6,25 recharge bonus
Blind: Used Basilik's Gaze for 7,5 recharge bonus
Confuse: Here is a good chance to get a real cheap purple set and have 10% recharge bonus, sorry at work and can't remember the name of the set
Flash: Once again Basilik's Gaze
Group Invis: Stacks with Steamy Mist, have Luck of The gambler Bonus here 7,5 %
PA: here we need to mix between recharge intensive pets set + Soul Bound allegiance to maximize damage and recharge enhancements: Gives 6,25% recharge bonus
Spectral Terror: good old Glimpse of the Abyss: super cheap giver 6,25 recharge
Phantasm: Mixture like PA, 6,25

Secondary:
Gale: Positron Blast, 6,25%. Here you have met the rule of 5's for 6,25 recharge
Snow Strom: cant remember name, not that important. Set only gives
3,75%
Feezing Rain: Ragnarok: Expensive 10% recharge
Steamy Mist: LOG Global 7,5%
Hurricane: to hit debuff, i think dark watchers despair, gives 5% recharge
Tornado: here i used Absolute Amazement, fairly cheap purple set for 10% recharge
Lightning Storm: my most expensive set Apocalypse for 10% recharge

Pools
Combat Jumping: LOG global 7,5%
Hover: 7,5 LOG global

Ancillary:
Psionic:

Sorry cant remember name of the power, but the one that resists hold, and stuns. BTW it becomes permanent too . LOG Global 7,5%. LOG global hits rule of 5's with this power. Side note LOG global and 7,5 % that you recieve from Basilik's Gaze is not the same so dont worry about rules of 5.

World of Confusion: Armaghedon (sorry for spelling). A total waste, technically you can for get about this power. 10% recharge bonus.

All in All I have 312,5% total recharge on PA. 300% is required for perm.
101% on PA with enhs, and 211% from perm hasten and set bonuses.

The problem I have with this kind of build is that you gut the effectiveness of your powers just for the sake of getting perma-PA. If you want to give up the benefits of several of your other powers for the sake of Recharge, that is your business, of course.

Blind: The Sleep is nearly worthless. This power should be slotted for Hold and/or damage. My Ill/Rad guide explains the limited benefit of the sleep.

Superior Invis: without some EndRdx, it will be pretty tough to run this power and do anything else. It is a hog on endurance.

Freezing Rain does almost no damage, so slotting it for damage is a waste. It needs Recharge and maybe Defense Debuff.

Steamy Mist: It should be slotted for Damage Resistance and EndRdx. Much of the power's benefit is wasted without it.

Tornado is mostly a damage power. The Stun has limited benefit.

Lightning Storm needs slotting for Damage and Recharge -- and its knockback does not need slotting. (That set could be used in Gale.)

Hurricane should be slotted for ToHit Debuff and EndRdx.

Grant Invis is a complete waste when you have Group Invis. Why not take Combat Jumping instead?
