The symptoms don't point to anything directly connected to the eventual solution, so you can spend hours trying to figure it out.

Guess it's DNS stuff was messed up by the sounds of it. Getting the new IP got it to refresh the DNS and gateway stuffs as well. Just by the sounds of the problem and solution.

But given the initial problem... I would probably have fumbled around with security settings for a good bit beforehand.
Heck just the other day I had to - and I kid you not - remove (not disable) the Data Execution Prevention (change launching command line for windows in boot.ini file) on a PC because the user could not access a website. o_O
