Win 7: can't install game!

Drag cohupdater.exe from Program Files (x86)/City Of Heroes to the desktop and double-click it.

I installed Win 7 today, and that went really smooth and only took a few minutes. BUT I have been trying for hours to install the game. No matter what I do the process won't complete. I am going insane, GAH. Why can't I just download the game file directly? Installing via the updater is a nightmare.
