One of the reasons I picked it on my empth was for power boosted fort based upon the power description:

Discussed? it isn't intended to boost them. PBU is useful in conjunction with benumb to cap it at -90% debuff, but whether that is useful enough to you is dependent upon how you play.
The epics don't do much for a cold/arch, but I'd still go power on a cold def though just for FON. Saturate HL before it crashes and you'll recovery end right through the crash.
Or dark for souldrain, but I'd go power personally. I'd even consider a staminaless build that uses HL, Conserve Power, and FON if you have high recharge of course.
It's not really discussed anywhere, but they aren't buffed by Power Build Up (or Power Boost for Controllers or Corruptors).
They have an enhanceable Damage Resistance buff, which means the power has to be flagged to ignore buffs on the caster (+DefenseEnhancement from Power Build Up in this case). If the flag wasn't there, +Damage buffs on the caster would increase the amount of Damage Resistance granted by the Cold Shields.
At the same time, this also means that the +Defense the Cold shields offer can't be debuffed by Weaken/Benumb's -Special (which include -DefenseEnhancement) effects.
By the way, this has been in the Current Defender Issues thread since Cold Domination was added to the Defender powersets.

Im about ready to hit 41 on my Cold/Arch defender. I was planning on going power mastery. However, a friend of mine thought there was an issue with power boost not buffing the defense in cold shields.
I havent turned up anything in my searches but I figured it wouldnt hurt to ask.
