Just a guess, but with double xp it is the best time to get throuh slow early levels of the game. Of all the CoV AT's (less dominators which I have never cared to play past level 8), MasterMinds feel the slowest in the early going and near the most power post lvl 26/32. So perhaps the players you were with just wanted to grind towards MM domination?
That's what I'm doing today. From lvl 24 to 32 on my thugs/thermal in about 4.5 hours playing almost entirely solo.
