Bossless Ouro Council spawns?

I was soloing some flashback arcs in the 45-50 range on my level 50 brute at +0/x8 difficulty. The Council spawns appeared to be the correct size but were all minions/LTs. Other Ouro missions I ran (CoT, Longbow, PPD, Arachnos) had bosses in the spawns but all Council missions consistently did not. Is this normal? I hadn't run villain flashbacks before so I have no basis of comparison.

I suppose I'll ask the obvious question, then: did you check with the difficulty people to make sure that bosses appear when solo?

As I noted in my post, I had bosses aplenty in my CoT, Longbow, Arachnos, and PPD Ouroboros missions.

Do you have bosses turned on in your difficulty settings?

Yes, I read your post, you've seen bosses in CoT, Longbow, and Arachnos missions. The reason I'm asking is because CoT, Longbow, and Arachnos bosses stand out in a crowd, even if they are downgraded to LTs.

With Council, however, a downgraded boss will blend in with the rest of the mobs. Personally, I have trouble telling the difference between a vampire boss and a vampire LT, same with warwolves and galaxies. A lot of the "normal human" bosses even look the same as the LTs, so it'd be hard to pick them out if you aren't very familiar with the names.

Right, I get that. A Warden or a Bane Executioner is pretty distinctive looking, but Council bosses not so much.

But since this has come up in a couple of replies I'll try to be more clear: I have "Bosses are OK when solo" turned on. I'm going by rank, not just visual ID of mobs. I was very careful scanning multiple Council spawns for bosses and not a single one was to be found, in multiple missions.

Easy way to test: start the (redside) level 45-50 Ouroboros arc Vigilante Justice. The first mission is Steal the Tapes from the Council. Set at +0/x8, bosses OK, for me the mission is packed with spawn after spawn of minions/LTs only. No bosses.

I don't know what to tell you, then. I'm at work, so I can't test this now.

I wasn't trying to be condescending, I apologize if that's how it came across. The only reason I brought it up was the reply to MechaCrash. He asked if bosses were turned on and you only said "I saw bosses in CoT missions."

When I get home tonight, provided I remember, I'll test this.

I didn't take it as being condescending, you made a reasonable point. Sorry if I came across as snippy in my reply--I just wanted to be much more explicit and get all the details I could out there in case anyone was willing to test things.

Just tested this out for you on my level 50 MM. Settings at +0/x8, didn't see any bosses. Double checked my boss setting, saw that it was on "does not", fixed that, reset the mission, went back in and still not a single boss to be found.

So, it's not just you.

I have been running quite a lot of council in Grandville papers +0/set for 6.

This gets bosses about every other mob on CoT and Carnies, but I haven't seen a council boss apart from the mission one

I've experienced this forever- it's just a quirk of how the Council is. Council Bosses are exceedingly rare in most missions- I'd say they're even well-known for having hordes and hordes of little boogers without bosses in sight. Through all my time playing, I'd say Council Bosses have spawned in big missions maybe one out of every four times.

Seeing that myself. I've run Viridian's Conference of Evil arc a few times in Flashback, and I'll see them in the last room where the EB's show up, but not in the mobs that lead up to that room. And I ran another flashback arc (don't remember which) and didn't see a single boss.
