No you definitely dont have too much recovery to be able to run all those toggles.
Also you seem to have toggled on invisibility and slotted it for def. You can not attack with invisibilty. I would use stealth to do that instead.
I dont agree much with your slotting Divine avalanche. Since you are already capped for defense in those areas you really dont need to use DA. Slotting RTTC with heals will help out with the regen a lot more than the double LotG in there.
I would definitely convert those Def and Resist only IOs to De/End or Res/End frankenslots, that will help you with your end problem.
If you are going to take some powers just for the set bonuses I would suggest you look at the taunt and the presence pools to slot the taunt sets, they have excellent typed defense bonuses and would work better than some of the def to all powers you picked that are going to be heavy on endurance. I'de definitely drop the stealth pool if you really can live without sealthing things.
To me, the Concealment pool is only good for Phase and slotting 7.5's.
You can pick up a Stealth IO very cheaply and slot it into Sprint for another option and i would suggest taking SS as that has a +stealth effect to it as well, plus you'll be running past the mobs so fast that they'll barely have time to react to you. Also its another good place to slot Zephyrs for those excellent +def bonuses.
And slotting to hit debuffs in RttC isa crime, it only debuffs thier to hit by 5%-ish and thats without factoring in the mobs resists. Slotting heal IO's isa must. You'll almost be doubling the +regen effect.
Most of the defence from the stealth pool powers supresses when you attack, so if you are using those to softcap you will be a bit out.
I would drop the stealth pool for Maneuvers, and put a +stealth IO into sprint and pick up SS, that will give you full PvE invis.
Lastly RttC is your most important power, slot it with some Heal IO's

High Pain Tolerance increases your total HP by quite a bit, I would concentrate on Heal IO's rather than Resistance.
Fast Healing is better for regen than health, so make sure that is at least at the ED cap for heal.
Boxing - do you use this power? I wouldn't bother slotting it.
Build Up seems overslotted, I would slot for recharge since the +tohit is usually enough anyway.
Edit 2: I would concentrate on +HP and +Regen before resists, hence my suggestions for the above power choices.

My intent was to hit the Defense Soft cap, that is why I have build up 6 slotted, for the defense bonus from the set.

On the otehr hand, one thing you should keep in mind is that WP wil have ZERO def debuff resistance. So softcapping WP only goes so far. As long as you don't gimp the rest of your powers (such as RTTC and HPT) and your attacks, it is OK. But other than that, WP will do FAR FAR better if you pump up your HP as much as you can and try to get your Positional defense close to 30%. This is much easier to do since you are Katana, and can almost entirely ignore melee def and focus on ranged and AoE def. If you are going to go the positional def route, you can totally ignore slotting Heightened senses, except only for IO bonuses.

Hey you're right! Learn something new every day. Neat.
It was not in the description so had to look in misc buffs. It is a whopping 17% debuff resist though (unenhanceable afaict), so nothing to write home about unfortunately.
For willpower, it is way better to go for typed defenses. I learned this the hard way after spending many hours trying to make positional defenses work.
Here are some of my latest thoughts on softcapping WP.
1. Focus on Kinetic Combat, Cleaving Blow, Eradication, Aegis, blessing of zephyer and Rectified Reticle sets. They give the most defense per slot.
2. Drop the fitness pool (I may be lynched for this). You can more than half replace stamina with physical perfection (The performance shifter proc doesn't care....) and the extra pool power slots are worth a lot. You can either grab hover (if you are poor) or hasten (if you are rich).
Here is a build that uses both these concepts to reach 45% to S/L/F/C/E/N with 21 slots left to place. This is done without using the pvp defense IO. This is not a real build, just a demonstration.

Thank you for that build, that helps me a ton to get going in the right direction.
Only problem is no travel power, I will tweak it though.
I have reached the soft cap in defense with my current build below, but can anyone tweak it alittle and help me get more resist?
Also, am I looking at too much regen having quick recovery and stamina? If so, I am going to take teleport so I can stealth to mission ends.
