Natural origin characters get bonuses with both of the powers.

A Natural character will get the bonus when using either of the 33 month vet reward powers. The selection window is still missing the information that says the Blackwand will work for Naturals, but the power descriptions are as you quoted, and you do get the bonus damage if Natural origin.

how i asked a question about this to a group of people and well i really didn't get a true straight answer as everyone seem to have different opions on it and i think some people might of being confussed with the 53 month power i think, but im not for sure.
Anyways the question is does either of these powers at 33 months still get bonus for the VEAT as they are natural or only one works for the VEAT and the other one doesn't?
