Charged Brawl suprisingly has slightly higher DPA. Not to forget that it recharges faster and has a slightly lower endurance cost. Take them both and respec out of Havoc Punch at higher lvls.

Havoc Punch if you want to keep mobs more reliably at 0 endurance due to it having 30% chance to -100% recovery compared to CB's 10%.
That is, if you're /Elec. If you're something else... CB all the way.
I did some work with the numbers (going by Mids)...
For me personally, I went with Havok Punch.
My planned build has an attack chain (ST) of...Havok Punch -> Jacob's Ladder -> Chain Induction -> Fire Blast -> Repeat.
That's 2-3 DPS less than using Charged Brawl, but easier to obtain.
It also gives me more DPS than CB -> JL -> CB -> CI -> Repeat, by like 20+ DPS.
Of course, Fire Blast also fits into my concept. So you may not be taking Blaze Mastery, unless you're going strictly the numbers route with your build.
