First off, I recommend that you bookmark http://wiki.cohtitan.com/wiki/Main_Page it has a wealth of information including the answer to the question you asked.
The items required are either the arcane Oracle or the tech Mission Computer. Either of these will need to be placed in a Control Room and are "auxilliary" items, meaning that they must be placed in the same room that a "main" control item is in (the requirements are listed in detail on the linked pages).
Information on the actual Strike Force can be found here. I have done this SF on my Huntsman, I must say that the final mission is rather obnoxious... and I hope you like to kill... err, defeat Sky Raiders.

Some internet research advice, then. The one thing you knew for sure was the name 'Silver Mantis'.
I searched on her name and the first link was for the Silver Mantis Strike Force. If you use the Go button, you'll get the page ABOUT her, with the link to the strike force at the bottom ("See also...").
On the page about the strike force, right under her picture, it says "Accessed through Mission Computer or Oracle" where 'Mission Computer' and 'Oracle' are links to the relevant articles.
The site kicks some serious butt. You just have to learn the ins and outs. It's like learning to use Google for optimum effectiveness.

I know on Villian side you can access a Strike Force using a base item. But I've never built a base before, can someone tell me which item provides the contact to Silver Mantis, and which kind of room it can be placed in?
