NPCs for Bases
The proposal is simple, but it is also oft-requested. That, and we don't really know how simple it is, or isn't.
I'm sorry, that'd be overpowered. The servers would melt, people would confuse Europe, America, and tofu, dogs and cats would be sleeping together, and Zuul would make its way into the world, zapping people without the egos to call themselves gods.
(That said, yes, "Oft requested, no idea why/why not." Other than potential concerns when/if they ever turn on PVP base raids again - like filling the base with NPCs.)
I think a Jarvis or perhaps robot staff would be fairly easy to add.
They could be "items" the SG head could purhcase just like sofas and plants.
We already have animated effects in the base, so some NPCs shouldn't be that difficult.
While we're wishing, an Icon or WW rep in base would be nice too. Or is that hoping too much?
I like this idea and if/when they turn base raids on make the NPC's act like a bank mish they get the fudge out of there.
This would really make base's come to life so i give it a +1
link the number of allowed NPC to the size of the base : problems solved
with a maximum of 10 ... swimmers, bartender, dancers etc... LOL ^^

I wish they'd just forever abandon the idea of base raids and bases for PvP. The i13 base building changes has been the biggest boon for base building, and I think the community has shown it would prefer "fluff" bases to raidable ones.

I saw a suggestion a while back where someone wanted to be able to do EVERYTHING without ever leaving their base.
Gameplay issues aside, that would be ironic: Someone who never leaves their house, spending all day playing a video game......in which they never leave their base.

Like I said before forum melding. Let the dev team makes a choise, what is too difficult and what's not. Developing bases should be one of main goals of dev team. Base is one of best idea of the game. They should make a whole issue for bases only. Including staff.
edit. Staff is nothing more like an animated object. There is lots of animated objects already in bases. Its not really big change at all.

My proposal is simple, allow us to create NPCs for bases.
Allow us to create them and place them in rooms. Pick dialog, if you come near them, and dialog if you click on them.
Access to Emotes they can use, and allow us to tell them where they can move, or if they can move.
I have an extensive base, and could use 20 or 30 NPCs to help with the feel of the base. I need someone to greet me when I enter, pilots and technicians / engineers for the hanger. A librarian for the library, and a few Movie theater employees, & Ushers for the theater. Ill need a few NPCs that are lost and wondering around in the catacombs, and a few elves for the arboretum.
The club will need a few bartenders, a DJ, a few dancers for the cages, and a few for the dance floor. A lifeguard would be nice for the spa/pool, and maybe a few swimmers/ waders too. Nurses and doctors would be nice for the clinic, and a few technicians for the Oversight Center.
For the common rooms a few office workers, scientists w/clipboards, and of course Janitors pushing brooms would be nice.
