That's a Good question.
I can't answer it, and I doubt the devs would either.
In the end it's best not to ask for the devs to change things or why bad things exist in the game.
The Fact that we have Telepads is cool enough.
There are arbitrary limits on everything. Some have known reasons, some do not. For example, a base is limited to 18 storage items regardless of plot size. I don't know why the 5x5 room is limited to 8 teleporters.

It's odd to me that devs put such a small limit on their largest telepad room... a 5 x 5 room is very large, and has ample space for Basic Telepads.
Seems like they should either introduce Advanced Telepads (with connections to up to three beacons) or up the number of Basics allowed in a 5 x 5 to twelve.
They also don't allow any storage items in the 5X5 which also doesn't make sense. Main travel hub and no access to inspirations on the way.

Why is it that Secure Teleport Room... a 5 x 5 room... a remarkably big room... caps out at 8 Basic Telepads, maximum?
It's the biggest Transportation room offered. There is ample space to place 11 Basic Telepads and the Raid Telepad. (Heroside, that would be everything.)
Why is there such a frustrating limit on it if it's the largest available room?
