Yes its possible. Assuming the power is slotted for 95% recharge, you would need an additional 105%. This could be any combo of Hasten, Siphon Speed and set bonuses.
more specifically it takes 235% rchg to perma ice slick when you include it's 3.1 sec activation time.
The 235% can come from power slotting (rchg enhancements), set bonuses, buffs (speed boost, AM, AB), or self buffs (siphon speed).
Easy to do then. I've gotten that high easily on other /kins.
