How's this for a first pass at Ice/Cold

I've been having a really difficult time putting together a reasonably solid Ice/Cold Controller without having to give up too much. It is a tight build with the pool/epic powers I was hoping to include.

Here's what I wanted from this controller:

A team focused controller with moderate damage.
Maneuvers to boost Cold Shields.
Tactics to boost To Hit.
Ice Blast, Ice Armor, Ice Storm (could swap Combat Jumping for Hibernate) from Ice Mastery APP
Relatively acceptable personal defenses.
Leverage multiple slows and avoid taking the pbaoe hold Glacier.
Use perma Sleet and thus no need for Ice Slick
Decent recovery and recharge.

So tell me what you think and feel free to tweak and or borrow this build. Any and all criticism or comments are appreciated!

I'm not an expert on building for set bonuses, but the one major change I'd make is swapping the Shiver power pick with Arctic Air. Arctic Air is an endurance hog, yes, but it is also ridiculously effective at low levels. Six slot it as fast as possible, concentrating as much on endurance as you can. As you level up, gradually replace the endurance with confusion duration, until you get high enough to actually trick out the power.

After Local Man put me on the right path to Ice, this is the build I'm looking at. Good recharge and Sleet is up faster than on your build. Maybe you don't want to dump that much influence into it, I'm just saying. BTW, I'd rather have Ice Slick than Snow Storm. It's not a bad power but baddies flopping on ice and not attacking are better than those slowed IMO. This is still a work in progress and subject to change, and very well may

Also, I don't see any other travel power other than SS.

I have Snowstorm because I'm trying to get the most I can out of slows with this build. That's why I'm not taking the pbaoe hold. I'll have Sleet, AA, Shiver, and Snowstorm so that I can place slows all over the battlefield or I can layer slows. Raising the team's defenses with Cold Shields/Maneuvers/Arctic Fog in addition to flooring speed/recharge on mobs means very little hits are going be thrown, let alone land. I can pick off any runners with Chillblain and Block of Ice

I've found Ice Slick to be pretty much a nonissue in late game. The slow/knockdown from it get wasted by other controllers using aoe imobs in additional to mobs getting frequently knocked off of it by various teammates' powers. Sleet has all the effects of Ice Slick with the added benefit of a little damage, -Recharge, Def Debuff, Resist Debuff and you can drop an Achilles proc into it as well for a chance at even more Resist Debuff. So even if they get knocked out of Sleet, there's more 'bang for the buck' while they are in it.

You lost me on the 'not seeing any other travel power than SS' bit. Why would I want to take multiple prereqs and travel powers? If need some vertical movement I can use the GvsE Jump Pack and/or the Raptor Pack from FBZ if I use up the on from the AP Bank Mission? I guess my question is why do you think it would be important to take hover/fly in addition to hasten/ss?

It's just like an Ice/storm that they can go so over the top of the slow cap that you don't really need Snow Storm. Either SS, or Shiver for the AoE hold though. Again, having both is simply overkill with AA.

The tactical flexibility of the variety of slows is handy, but you're neglecting that Ice Slick is a slow as well. Slick and Sleet stacked give a much better knockdown rate than Sleet alone, and tend to keep critters bunched for AoEs (provided your knockbacking teammates don't muss it). You're right that Slick is less useful in the higher levels, but in the teens it's usually priceless--especially since Cold can't get Sleet until 35. If it really stinks you can respec out of it. (The other nice thing about Slick is that it is not slot hungry, especially with Hasten in the build.) Having both also means you can lay down two knockdown patches as needed. (You know, so the blaster can torrent one clear and the Fire troller can immob in the other...)

A couple slotting/IOing comments:
Snowstorm is overslotted for endredux. You could probably snake a slot from there, drop it in Superspeed, and add two more BotZs. If you can afford the -kb, you can easily grab the other two and bump your ranged and AoE def by 3.13%. Even if you don't do this, the BotZ run speed is a must over the plain IO.

Depending on how valuable the recharge bonus is from Expedient Reinforcement to you, you can (if you can find another slot: Maneuvers, I'm looking at you) get +4.69% AoE and +3.75% Ranged def by switching to Blood Mandate 6-slotted.

Finding slots may be a problem, but Shieldbreaker in Infrigidate is also dandy for personal defense.

A couple questions:

Why the Reactive Armor in Arctic Fog? The defense bonuses are nice, but not great. Frankenslotting it for defense and resist, keeping the Steadfast, would be better, I think. Each "SO's-worth" of def gets you another 1% at all positions.

A bigger philosophical question; what's all the recharge for? Very helpful for Benumb, Sleet, Heat Loss, Hasten, and Ice Storm. Maybe Block of Ice, though it's pretty well-slotted. Are a couple 6.25 and 5.00% bonuses worth a few seconds? Or would you be better served to build for more personal defense or something else?
